Have a 2013 RT and when I start it, RPMs jump between 1300-1400 continuously. Is that normal? Just replaced spark plugs and wires.

I know I have read you need to take the whole front off to get the resonator out. What exactly is its function and if you install the JT filter, will it throw codes if you leave it in the bike.
