If you turn it by hand then ride it the belt will not be in the correct spot.you need to set it right then run it off the ground for a while to test.this will then most likely set a vss fault code...
Sounds like a selector issue,the handle bar assy.buds can test it but has to be moving.before replacing anything do the whole remove and clean all earths.good battery,clean terminals..
Make sure theres no freeplay between the shaft splines and pulley splines,fit pulley with a spline loctite.use the latest high grade bolt and upgraded tension for the bolt.you should be ok.
