The motor IS working, it sounds like it's not mechanically locking into place. Unless there's another locking mechanism I'll apply Occam's razor here. It's the simplest explanation without knowing...
My guess is PB motor is bad. There is no external locking mechanism AFIK. The motor apparently locks in place after the PB is actuated.
But then that's a guess. Take it for what it's worth.
