Mine did the same. The compressor for the ACS went bad due to a leaky check valve. We were on a twelve day trip when I noticed the pump running way too often. A few days later the pump went bad....

Did you turn the key on when you checked voltage? The 12v power outlet is keyed power. In order for it to be constant you have to move a fuse.
