Heavy rubber belting, or buy a mud flap for an 18 wheeler and cut it down to size.
I don't remember where I bought it but there is an aftermarket piece that fits horizontally on your hitch. It fills in the void between your fender and the hitch ball. After installation (easy) it looks like it belongs and should have been there in the first place. Totally eliminates water and road debris from spraying up and onto to back of your passenger and everywhere else..... Jim

How much do you want for it shipped to AZ?
Be careful about making a mud flap too long and too stiff. I did and quickly (luckily) caught it before I did any damage. Mine caught on those darn parking lot raised water bars and scraped the pavement on the entrance to a steep driveway. Hitting too many of those can crack and damage an RT's rear fender. Now I have an OEM trailer hitch with an OEM flap and it still scrapes at times. Just gotta keep an eye out and take that stuff at an angle to protect the front and rear of our rides.
