Over two inches of rain in a very short time was the culprit.

The town is laid out at the base of mountains. The roads are all along the water. The heavy rain caused several landslides (liquefaction of soil). Water was also flooding a lot of roads due to the runoff. Three construction workers that were working on a home in the slide area are missing and presumed dead. Latest is that rescuers are still being hampered by the rubble and threats of further landslide.

The same effect can happen with a large earthquake due to the soil types here.
