This looks like a vehicle that was on one of the TV shows, forget which one. They took a actual old bumber car and put a gas engine into it. The upright is for the old electric motor, it used to have. The ride was timed and when the time ran out, the operator turned the switch off. Big deal at amusment parks.
It might be fun to drive in traffic, thou.

Those cars were at the Food Lion Auto Fair here at the speedway a couple years ago.
