For my Federal Tax form I filled out the Social Security Benefits Worksheet to see what part of my S.S. is taxable. Long story short, instead of the $861 I calculated as my IRS refund, the IRS said I made an error and refunded me $2775. The reason they gave was there was an error in my computation (taxable S.S. benefits), and suggested I read Publication 915, Social Security and Equivalent Railroad Retirement Benefits. I have never been employed by the railroad. Isn't that Publication 915 only for former railroad workers when calculating taxable S.S. benefits?

The publication is exactly as the title states. Part of retired railroad workers benefits, Tier 1, are called Social Security Equivalent Benefits, i.e., are the equivalent amounts if a railroad worker was drawing Social Security. Both Soc. Sec. and RRB benefits are included in one pub.
