J feeds I which feeds K, the water in J needs to be up to the inlet of I before I will start to fill but before it can do that J will start to empty on the right side thus filling L which feeds directly to F and since F is lower than L, F will fill first.

K will never see a drop of water...
Because J will not fill above it's outlet into L; the water will not rise above that same point in the oulet that runs into I.
So K will remain dry.

I'm thinking G, C's lower outlet should empty before J can fill.
