They are free rotating so that you can open them to bring the wind in on you to keep you cooler or you can shut them to block the wind and rain off of you. My F3s has the F4 windshield with the wind wings and you absolutely cannot
go wrong on this product. The hand wings and leg wings also do a good job
of managing airflow.
