Good legal question. If th operator had a temp handicap parking "hanger' and left it on the whellchair, would it be a legal use vehicle. Some people can do a little wlking but need a chair if going more then a few feet.

Would allow ppl to park bikes in regular spots then¿ does a parking spot require a plate/vehicle status? I knew kids got griped @ parking bikes by phone poles with locks on them (worker could not reach the pole to climb & work) bad day, well caffeinated cop, fyi & know all teens.
