I see the 10:00, 2:00 hand position happen to all ages who have to pass a slow moving police car on the highway too.

the cops around here seem to do that all the time and people hit the brakes, i just pass them if i get a chance, they also have been leaving patrol cars on the side of the highways empty, people slow down as soon as they see them

The worst part in the US is when you have an officer who decides to do the speed limit in the fast lane. I think he/she does this .....just because they can. Every other lane freaks out and starts to go the same speed and creates near mayhem. Some will have courage to pass in the middle lane going slightly over the speed limit. The officer slowly starts to get to the right lane and when he finally exits it's a no holds barred drag race.
Back in the 80's-90's they left patrol cars on the highway. People started to figure it out as a deterrent. They started putting boxes of donuts on the cars and other odd stuff. It was funny and you could probably google that. Now they have camera's installed and who knows if they are 360 degree cameras. I wouldn't want to be the one to play that prank now.
