Default Purchased new wheel, but missing part??? Help?

So I purchased a "phantom rear wheel and hub kit" off ebay a little while back, it arrived and I took it to get mounted with a new tire and installed and found I was missing the part marked below....

I called the seller and they first told be the part wasn't included, but they would order it for me for $30 shipped, I agreed and gave them my cc info, 2 months later and no part. I contacted them again today and they are telling me the part only comes in the "wheel kit" and can't be purchased alone? lol ideas?

    Thanks

Sounds like another game playing ebay vendor. They don't stock items--order them from dubious sources--and don't give service after the sale. Interesting how the "story of the day" changed. I would start by reporting them.

I don't have an answer for you as to where to get the missing part though. Sorry about that.

See a dealer or order from the BRP store. MSRP $12.49.

There's no reason not to use the old crush tube.

The idea for having a spare rear wheel is to have the ability to swap between tires quickly and easily, it's just crazy to me that the "kit" comes with the hub and wheel but not this spacer?
