    Definitely NOT a dumb question, because you asked it, instead of just stewing over it without asking, which would've made it much closer to being a dumb question...

    But I hafta ask, which 'this' are you asking about, the Heli-bars, which allow for a wide range of adjustments in height, reach, and hand-grip angle; or the Risers that were mentioned in the couple of posts just before yours??

    Risers tend to improve the reach &/or height of the grips for different riders; with some types ('dog-bone risers' is one name for these) often capable of being angled back or forward to shorten or lengthen the rider's reach to grab the handlebars, potentially lessening back, arm, &/or shoulder strain on the rider; or if they are just 'block' types, they add space below the handlebars when they're in the mount, making them higher & potentially lessening back, arm, &/or shoulder strain on the rider.

    Heli-bars allow you to adjust ALL the bar angles including grip/end; height; & wrist/forearm angles, as well as moving them forwards & backwards, improving reach; while Risers only lift or extend the base that the bars are mounted on upwards, forwards, or backwards, depending upon the type of Riser you select, thereby allowing adjustment in SOME of the bar angles, but not the angles of the grips on the end of the bars which allow changes to wrist & some forearm angles, which Heli-bars CAN adjust for!

    And as such, both Heli-bars AND Risers allow for handlebar adjustments that can suit either Short Folks, OR Tall Folks, depending upon which &/or which style/size of Risers you choose. Heli-bars do it all, and cost accordingly; Risers do some, or maybe just one - height, & generally cost accordingly.
