Are Keys programed at the dealer only? Or can BUDS Megatech do it?
On another forum a person asked if only a dealer can program a new Key... Can BUDS Megatech do that?

Yes. But the key must already be cut properly and be able to turn in the switch.

Jetfixer So if the key is cut to fit to the ignition then Megatech and the dealer can program the key

It does not require the Megatech license. That's how the dealers can do it. Dealers are not permitted to have the Megatech license to my knowledge. The key must be accurately cut due to the fact that you must first turn the bike on using an original key, start BUDS/BUDS2, then follow the prompts which have you switch to the new key. However, if you can't immediately turn the bike back on, BUDS will quit. The Megatech license permits the user to diasable the DESS system, amongst many other uses...
