There also appears to be a fitment issue between the mud flap and upper fender by looking at the gap, and between the right and left sides. Cause or effect? Hard to tell by the photo.

Who changed your rear tire? Is that the original Kenda, looks to be a General, who ever changed that tire should have seen the potential problem! My 2 cents. Bill

We had exactly the same problem after an air bag collapse. Usual symptom is an extremely harsh ride where you can feel every little bump. Think old-time Harley before they grew springs.

Funny this should come up. I went on a charity ride for Pediatic Brain Tumors yesterday and noticed my rear flap on my 2021 RTL looking the same. Not sure how it came down. I am thinking about checking to see how much room is behind the flap and the tire. I might use a plastic screw and nut to go through the middle to hold it in place. If I can do it from the inside and then trim the end, it should give me better clearance and piece of mind.
