    #26 (Kansas) is neither crazy nor unusual. In the early days of my career, I was the municipal prosecutor for the City of California, Missouri (population 3000). I didn't write or pass the law, but I did frequently prosecute the offense of "breaking traction." The purpose of the law was to prevent drag racing, spinouts at intersections, and smoking and squealing tires in the quiet little community. The law seemed reasonable to me then and still does, and I never heard anyone else complain about it, either -- not even the offenders. Want to do a smoky burnout? Go a mile out of town where you won't disturb anybody.

    Here in Arizona, there is a bar/restaurant named Santan Flats. Great place for BBQ burgers/steaks with outdoor seating and a music venue with an outdoor dance floor. Beer flows freely and fun is had by all. Great place to kick up your heels.....Well, suburban sprawl started to move in and soon there were neighbors. The neighbors found an old law that prohibited dancing outdoors in Arizona and got the local police to enforce it. Seems the ban on outdoor dancing was enacted to prohibit Indian War Dances more than a century ago in order to preserve the peace at that time. Well, the local authorities had no choice but to start fining the restaurant every time someone starting dancing to the music. The fight was on. The courts finally ruled in favor of Santan flats and the music and dancing can now occur. And there is no fear of an Indian uprising that will endanger the locals.....
