Tough one....
from the explanation it would seem to be in the end pieces. You should have a bushing end spring and the end cap and holding screw. Something is not lining up or putting pressuer to one side causing the tube to dray or bind. Hard to say sight unseen.

Two post about the end cap and spring.
Ill have to make sure they are extra clean, then reinstall and not tighten too much and try again.

Make sure you don't have anything mounted on the handlebars that might be squeezing them. I had one of those RAM hose clamp mounts to hold my phone and I really tightened it down snug. Went for a ride and the throttle wouldn't return when released - that really got my attention! I backed off the hose clamp a bit and all was well.
