    Well I'll throw my hat in the ring. There are so many good products out there I hardly know where to start. Almost any Spray on Rinse Off wheel cleaners work well. (hard spray) I personally use Mothers cause it makes me feel warm and cuddly allover. You know the feeling you had with Mom at a young tender age. It also smells gooder!

    You guys are trying to make Rocket Science out of a simple task. Simply Spray on and Hard rinse off. Dry with a soft towel and your off to pick up the Girl of your Dreams. Now wasn't that easy.

    My wheels are not chrome, they are painted, but this was safe for paint and worked amazingly well:

    Warning: Do not confuse what I show you with Scotch-Brite. This is NOT Scotch-Brite. Don't use that stuff on anything you don't want scratched, even chrome, it contains abrasives. So does magic eraser.

    I used a polyester backed sponge and various combinations of Super-Clean, some of the dollar store stuff (TotallyAwesome, yellow spray bottle, it is awesome on everything), and Dawn. It was working, but I was about to give up after a half hour or so... Then I decided to get a new Bamboo backed sponge. This took all of the rest of the tar spots off in under 2 minutes. I suspect that the polyester is a round fiber, but the Bamboo is like a sharp wood chip. It is soft enough to not damage paint, but picked off the rest of the little pieces. Pictures below:
