Does anyone know what the two tabs hanging down from the bottom of the swing arm are used for?

Well....🤔
They should be for the belt guard to attach to. There is a large plastic cover there that has you ID information and tire pressue recommondations...

The two tabs shown in your diagram are on the belt side.

There must be 2 on the muffler side also.

That same swing arm is used on all the Spyder models. The tabs on the arms are used to hold various shields or covers depending on which model Spyder you have. If they aren't being used on your particular model, check out another model & see what that model uses use them for, you'll eventually see what on one of them.
I think the RHS tabs you are referring to might be used for the rear wheel cover thingy that fills the gap under the GS/RS/ST mudguard, which is mounted off the swing arms, but without seeing exactly which tabs you are referring to, that's a bit of a W-A-guess!

Thanks everyone, I couldn't remember anything mounted there but it had been 2 months since the dealer had taken it part. If you check spyder down you'll see what I have gone through, with that being said, i have repaired the swing arm and rebuilt the Spyder from a basket case. This a 2014 RTS SE6 with 45000 miles.

brother I would not take photos and post them on the web like this , all stripped down too the metal , rear tire off skins off , MAN some dealership will want to hire you for a mechanic

Re-checking....
Seems that the rear fender braces attach to both sides on the GS/RS/RSS and ST. On the muffler side it is only the brace on the belt side it is the brace and the belt guard...Like wiring harness it is easier and cheaper to make one with all the attachments than to make several and have stocking issues...
