Default clips on frt wheel and removing/cleaning

Good morning. I was cleaning her up for winter and was wondering what the 2 plastic clips were and what they do/are for. They slip and turn on this bar on the frt wheel. Thanks, Mike

Those clips hold the wiring for the fender lights onto the fender support brackets. Don't force them to move around too much, don't remove them, you might break the wires! Just leave them alone & go ryding instead!
