    Nothing says you can't run it in the summer months but, imo, you really don't need to.

    With a little research you can access details on any oils test proven heat limits.

    Sure sounds like it. I'd pull the connector at the fan to see if it is getting power. If so, while disconnected and if you can, test the fan with an alternate power source.
